PhotoRec Review: Powerful Free Recovery With One Big Catch

PhotoRec is often introduced as free photo recovery software. That description is accurate, but incomplete.

It can recover photographs, videos, documents, archives, databases, audio, creative files, and hundreds of other formats. It can scan hard drives, USB devices, memory cards, optical discs, and disk images even when the original file system is badly damaged or has been reformatted.

There is no recovery allowance, maximum file size, subscription, device limit, account requirement, or checkout page waiting at the end of the scan. PhotoRec is completely free and open source.

The catch is what happens after recovery.

PhotoRec normally cannot restore the original filenames or folder structure. Instead, it saves recovered files inside folders such as recup_dir.1 with names such as f1234567.jpg. A successful scan can therefore return thousands of usable files mixed with thumbnails, duplicates, cached media, old deleted content, and files you no longer recognise.

PhotoRec is excellent at answering one question:

Can any usable file content still be extracted from this storage device?

It is much weaker at answering another:

Can the files be restored exactly where they were, with their original names and folders?

That makes PhotoRec one of the strongest free recovery tools for formatted and corrupted storage, but not necessarily the most convenient.

What Is PhotoRec?

PhotoRec is signature-based data recovery software developed by CGSecurity. It is distributed alongside TestDisk, although the two applications use different recovery methods.

TestDisk examines partitions and file-system records. It may recover a deleted file with its original name or restore access to a missing partition when the relevant metadata survives.

PhotoRec largely ignores that metadata.

It reads the underlying storage and looks for known patterns that identify the beginning of a file. These patterns are commonly called file headers, magic values, or signatures.

For example, a JPEG, PDF, ZIP archive, and Microsoft Office document each contain recognisable internal structures. PhotoRec searches for those patterns and attempts to extract the data belonging to each file.

This process is called file carving.

It can remain effective when:

  • The partition was formatted.
  • The file system appears RAW.
  • Folder records were destroyed.
  • A partition cannot be mounted.
  • Another undelete tool finds no usable entries.
  • The original operating system no longer understands the drive.
  • Only a disk image is available.

The trade-off is that file carving usually does not know where the file originally lived or what it was called.

  • any storage was used after the loss

PhotoRec can find files where file-system-based applications fail, but it cannot reconstruct content that no longer exists.


How PhotoRec Recovers Files

PhotoRec does not begin with filenames and folders. It begins with raw data.

Its recovery process can be understood in four stages.

1. It reads the storage directly

PhotoRec scans the selected disk, partition, or image at a low level.

It can scan only unallocated space in supported file systems when the goal is recovering deleted files. It can also scan the complete partition when the file system is corrupt, reformatted, or unreliable.

2. It searches for known file signatures

PhotoRec compares the data it reads with signatures for recognised formats.

A signature may identify:

  • A JPEG image
  • A PDF document
  • A ZIP container
  • A Microsoft Office file
  • A video format
  • A camera RAW image
  • An archive
  • A database
  • An audio file
  • A specialised design or engineering format

3. It estimates where the file ends

Some formats store their expected size or closing structure inside the file. These are easier to carve accurately.

For other formats, PhotoRec may continue collecting data until it encounters another recognised file header. This can occasionally produce files that are too large or contain unrelated data.

4. It writes the recovered file to another location

Recovered files are placed inside destination folders named recup_dir.1, recup_dir.2, and so on.

PhotoRec does not restore the file into its previous folder. It creates a new recovered copy on the destination drive.

What Can PhotoRec Recover?

Deleted files

PhotoRec can recover deleted files when their underlying storage blocks remain intact.

Unlike TestDisk or Recuva, it does not need the original directory entry. That gives it a chance of finding a file even after the filename and folder metadata are gone.

This is useful when:

  • The Recycle Bin or Trash was emptied.
  • A normal undelete scan found nothing.
  • The file-system entry was destroyed.
  • The storage was reformatted.
  • The drive appears empty despite previously holding data.

The result will normally receive a generated filename rather than its original name.

Formatted drives

Formatted storage is one of PhotoRec’s strongest use cases.

A quick format often replaces file-system records without immediately overwriting every file. PhotoRec can search the remaining storage content without depending on the new directory structure.

It may recover data after a drive was changed from one file system to another, provided the old file content has not been replaced.

For example, PhotoRec may still find photographs from a memory card that was reformatted in a camera. The original event folders and filenames may be gone, but the images themselves can survive.

Corrupt and RAW file systems

A partition may appear as RAW when the operating system can no longer identify a valid file system.

PhotoRec can bypass much of the damaged structure and search for recognisable files directly.

This does not repair the RAW partition. It extracts files from it.

TestDisk may be worth trying first when the partition structure or boot sector can be recovered. Restoring normal access could preserve the filenames and folders. PhotoRec is the stronger fallback when that structure cannot be trusted.

Memory cards and camera storage

PhotoRec was originally associated with recovering photographs from digital-camera memory, and memory cards remain one of its best uses.

It can work with common removable storage such as:

PhotoRec is useful after accidental deletion, formatting, corruption, or an interrupted camera write.

Its weakness is fragmented video. Large camera recordings may be stored across several separated areas of the card. PhotoRec can recover some fragmented files, but it is not as specialised in camera-video reconstruction as Wondershare Recoverit or Disk Drill’s advanced camera workflow.

Documents and archives

Despite its name, PhotoRec is not limited to photographs.

It can recognise common document and archive families, including:

  • Microsoft Office files
  • OpenDocument files
  • PDFs
  • ZIP archives

  • 7-Zip archives
  • Text and HTML files
  • Email-related files
  • Database formats
  • Backup containers

Modern Office and OpenDocument files are commonly built around ZIP containers. PhotoRec may group several related extensions under the same signature family rather than listing each document extension separately.

A recovered archive or document still needs to be opened and checked. A file may be recognised correctly while containing missing or overwritten internal data.

Audio and video

PhotoRec supports many audio and video families.

These can include common formats used by cameras, phones, media players, recording devices, and desktop applications.

Results depend heavily on fragmentation. Smaller continuous recordings are easier to carve than large videos spread across many storage regions.

A recovered video should be tested from beginning to end. Playing the first few seconds does not prove that every fragment was found.

Disk images

PhotoRec can recover files from supported image files instead of scanning the original physical device.

It supports:

  • Raw DD images
  • EnCase E01 images
  • Split EnCase sets

Split raw images are not supported directly.

Working from an image is preferable when the original device should remain unchanged or when several recovery attempts may be required.

PhotoRec does not replace a specialised imaging tool for a severely failing hard drive. Creating a complete image with ordinary software can place considerable stress on unstable hardware.

When PhotoRec Probably Cannot Help

The data was overwritten

PhotoRec cannot recover file content after new information has replaced it.

It may still detect a partial file signature or return a damaged file, but the missing content cannot be recreated.

The recovered result may:

  • Refuse to open
  • End unexpectedly
  • Contain unrelated information
  • Display only part of an image
  • Fail archive validation
  • Have incorrect duration
  • Play with missing or frozen video sections

No additional scan or paid alternative can restore fully overwritten blocks.

SSD TRIM cleared the blocks

PhotoRec can scan an SSD, but it cannot recover deleted blocks that the SSD has already cleared.

TRIM and internal garbage collection can remove deleted data quickly, especially from an actively used system SSD.

A low-level signature scan is not a way around TRIM.

Check cloud storage, synchronised devices, Time Machine, Windows File History, previous versions, email attachments, and application backups before continuing to use the SSD.

The file was heavily fragmented

File carving works best when a file occupies continuous or lightly fragmented storage.

PhotoRec can handle some fragmentation, and its text version includes an intensive brute-force option for fragmented JPEGs. It cannot reliably reconnect every fragment of every file type.

Fragmentation is a particular concern for:

  • Long camera videos
  • Large archives
  • Databases
  • Virtual disks
  • Large creative projects
  • Files repeatedly edited over time
  • Storage that was nearly full

A file-system-aware recovery tool may perform better when the metadata describing those fragments still survives.

The drive has physical damage

PhotoRec reads large areas of the selected storage. A complete scan can be harmful to a mechanically failing drive.

Stop when the device:

  • Clicks or grinds
  • Repeatedly starts and stops
  • Becomes unusually hot
  • Produces a burning smell
  • Disconnects during scanning
  • Freezes the computer
  • Has suffered impact, water, or fire damage
  • Is detected inconsistently

The safer approach is controlled imaging with appropriate hardware or help from a professional recovery service.

The storage is locked or encrypted

PhotoRec needs access to readable data.

It cannot recover useful files from properly encrypted storage without the required password, recovery key, or unlocked volume. Encrypted blocks do not reveal the normal file signatures PhotoRec searches for.

A BitLocker volume should be unlocked before scanning. Similar limitations apply to FileVault and other encrypted storage.

The device only exposes files through MTP

PhotoRec requires block-level access to the storage or an image of that storage.

Many modern phones connect through Media Transfer Protocol rather than appearing as ordinary USB storage. MTP exposes selected files, not the underlying storage sectors.

This makes PhotoRec unsuitable for straightforward recovery from most modern phone internal storage. A removable microSD card can be placed in a card reader and scanned separately.

You need the original filename and folders

This is not a technical failure, but it may make PhotoRec the wrong choice.

PhotoRec can recover the content of a file while losing all context around it. For a folder containing 10 photographs, that may be manageable. For a business drive containing 200,000 documents, the result can be extremely difficult to organise.

Try a metadata-based recovery tool first when names, folders, timestamps, and relationships matter.

Choose PhotoRec when:

How to Use PhotoRec Safely

A normal recovery follows these stages.

1. Stop using the affected storage

Do not save more photos, copy files, format the device, install applications, or run repairs on the source.

2. Extract PhotoRec to another drive

PhotoRec is portable. The downloaded archive should be fully extracted before it is opened.

Do not run it directly from a temporary archive window because the temporary folder may later disappear along with the recovered output.

3. Run it with the required permissions

Administrator or root access is normally needed to read physical storage directly.

On macOS, Terminal or PhotoRec may also need Full Disk Access.

4. Select the physical device carefully

Identify the source using its model and capacity rather than relying only on a drive letter.

Selecting the wrong device wastes time and could lead to an incorrect destination choice.

5. Select the partition or full device

Choose the partition that previously held the files. The entire disk may need to be scanned when the partition information is lost.

6. Select the file-system family

PhotoRec normally asks whether the source uses ext2, ext3, or ext4. For most other file systems, including NTFS, FAT, exFAT, HFS+, and APFS-related storage, the appropriate selection is labelled Other.

This selection helps PhotoRec understand block allocation. It does not restrict recovery only to file types associated with that operating system.

7. Choose free space or the whole partition

Scanning only free space reduces unrelated results and can finish faster. Scanning the whole partition is necessary when the allocation information cannot be trusted.

PhotoRec enables many file families by default.

Restricting recovery to the formats you need can reduce clutter. However, disabling too many signatures can occasionally create oversized files because PhotoRec may depend on encountering another known header to determine where the current file ends.

A sensible recovery might enable:

  • JPEG and camera RAW formats
  • MP4, MOV, or relevant video families
  • PDF
  • ZIP and Office-related containers
  • The exact archive or database format needed

9. Choose another physical destination

Never save the recovered files to the source being scanned.

The destination should have enough free space for everything PhotoRec may recover. It can extract much more data than the visible files previously shown on the drive.

Avoid FAT32 as the destination when files larger than 4GB may be recovered.

File-Type Selection and Custom Signatures

PhotoRec recognises more than 480 file extensions across approximately 300 file families.

The distinction between an extension and a family is important.

Several formats may share the same internal container. For example, modern Office files use ZIP-based structures. Camera RAW formats may also share or overlap with TIFF-related signatures.

This means PhotoRec’s selection menu may not show every familiar extension as a separate entry.

Why select specific formats?

Limiting the scan can:

  • Reduce unwanted output
  • Make the results easier to organise
  • Save destination space
  • Reduce false positives
  • Focus the recovery on valuable file categories

It does not necessarily make the physical scan dramatically faster because the storage still needs to be read.

Custom signatures

Advanced users can create a custom signature for an unsupported format when it has a consistent identifying sequence.

A custom signature defines:

  • The desired extension
  • The offset where the signature appears
  • The identifying bytes or text

Custom signatures are useful for niche scientific, engineering, design, industrial, and proprietary formats. They work best when the file has a stable header and a predictable way to determine its length.

What Do Recovered PhotoRec Files Look Like?

PhotoRec creates folders such as:

  • recup_dir.1
  • recup_dir.2
  • recup_dir.3

A new folder is normally created after approximately 500 recovered files.

Generated filenames commonly begin with:

  • f for a recovered file
  • b for a file kept despite being detected as broken
  • t for an embedded JPEG thumbnail

The number in the filename is derived from the file’s location on the source storage.

PhotoRec may add useful text when metadata is available. Some PDFs and Office files may include a document title. Photographs and other media may retain dates from embedded metadata.

However, this information is not guaranteed to be correct. Device clocks, missing time zones, damaged metadata, and old cached files can all produce misleading dates.


Organising Files After PhotoRec

The post-recovery workload can be substantial.

Sort by extension

Separate JPEG, PDF, MP4, ZIP, DOCX, and other formats into their own folders.

This immediately reduces the amount of mixed content.

Sort photographs by metadata

Photo metadata may include:

  • Capture date
  • Camera model
  • Lens
  • Dimensions
  • GPS information
  • Orientation

A metadata tool can rename and group photographs by date or event.

Sort audio by tags

Recovered audio may retain artist, album, track number, and title information even when the original filename is gone.

Search document contents

Operating-system search and document-indexing tools can help locate text inside PDFs, Office files, and plain documents.

Remove thumbnails and duplicates carefully

PhotoRec may recover embedded thumbnails separately from the full image. It can also find multiple copies of a file from browser caches, application folders, backups, and deleted storage.

PhotoRec should be judged by how many important files remain usable, not by the raw number displayed at the end of the scan.
